The decision of the Governments of Bangladesh and Myanmar to commence repatriation of Rohingya refugees by mid-November is being condemned by humanitarian actors who point out that conditions in Myanmar do not allow for their voluntary, safe and dignified return. Approximately 2 260 have been identified for repatriation, from a list of 8 000 people handed over by Bangladesh to Myanmar under the Memorandum of Understanding on repatriation which the two countries signed in November 2017. Feedback from the Rohingya camps indicates that the threat of repatriation is creating fear amongst the refugees. People are now refusing to fill out forms requested by aid agencies as part of regular humanitarian assistance programmes and some refugees have expressed concerns that they may be unable to return to Bangladesh if repatriated.
