Syrian Arab Republic: Turkey/Syria: Cross-Border Humanitarian Reach and Activities from Turkey - September 2018

CONTEXT During the month of September, 53,000 people were displaced as a result of conflict in northwest Syria, from, Idleb, Hama and Aleppo. Most of these arrived prior to the announcement of a “Demilitarized Zone” in parts of Idleb on September 17. After this announcement conflict and displacement decreased significantly. Nonetheless, the poor security environment in north-west Syria continued due to shelling in multiple areas, arbitrary arrests of civilians, conflict between armed groups in areas such as Daret Azza, and continued criminality. In late September several donors temporarily suspended their support for shipments through the Bab Al Hawa border crossing due to concerns about taxation that violated humanitarian principles. This taxation ceased following public statements by local authorities and shipments resumed. The humanitarian response in north-west of Syria remained unfettered and no major access issues were reported. The clusters reach increased from 563 to 636 communities adding some smaller communities that were not reached earlier. The number of medical procedures and protection intervention reported during the period has also increased.
