Situation The central government has designated the devastating floods in Kerala as Level 3 constituted as a “Calamity of Severe Nature”. According to National Disaster Management Authority (NDMA) Guidelines, L3 disaster arise from large-scale disasters where districts and the state may not have the capacity to respond adequately and require assistance from the central government for reinstating the state and district machinery.
